Serial Number Confusion

A friend has a mercury outboard, serial 6555569. Someone's messed with the stickers on it and we're not sure if it is an 18xd or 25xd. I can't tell from the ranges given on serial number charts because they look like they share numbers. Just trying to get an impeller. Any help is appreciated, thanks.

The 18 and 25XD have common parts except for carb jetting and the tune pipe so just order the water pump parts from either parts manual

Makes me kind of curious - what's the idea behind offerring nearly identical motors w/ different horsepower? My guess is marketing, since I haven't heard of HP restricted lakes that allow 18 but not 25.

I'd feel conned if I bought an 18 and found that out afterwards...assuming it wasn't a lot cheaper...
