If you push the core inward and you come out of gear the lower is in reverse. The lower unit spline must rotate clockwise . This will have the brass shoe in a straight line. Rotating CCW is neutral and reverse.
1. Is it possible that when I put the lower and upper unit together, that the lower was not in forward gear? No question that the shoe is facing the right way when I put on the drive, and I tested the drive to make sure it was going into each gear before installing the drive onto the bell housing.
It will go into a gear but are you rotating it the correct way for forward. With the splined shaft all the way clockwise the prop will be locked CCW. locking cw is reverse
