Shift Cable Issues

I pulled into my boat lift today and had to reverse and go forward a couple times to get it in right. When I pulled back in it locked in forward. I killed the engine and paddled I the rest of the way I to the lift. Once I got it on the lift the engine would not start, the gauges came on, but the engine would not start. The control also would not move backwards and would only move forward half way. It will go the full range when the throttle button is pushed in.

I recently did a renovation on the boat so I had the engine pulled and reinstalled. When I reinstalled I re-adjusted the cables per my Seloc manual. The boat ran and shifted fine previous to this this. After this issue I took the cables off the shift plate and the issue still exists where you cant move the control backwards and only move it a little forward. I moved the cable that goes to the lower unit by hand and it moves freely. It is as if the upper cable is stuck. It is not kinked or jammed anywhere and when I move it by hand I can hear the cable moving at the control, so I dont think it is broken.

Last year I did have to adjust the wheel on the shift plate that kills the engine when you shift and it worked fine after that. It was acting like it did last year when I had that issue, but I could pull the cables off last time and move the controller. The kill button on the shift plate isn't engaged either, so I can't figure out why the engine won't start.

Any suggestions on what to look at?

The engine is a Mercruiser 4.3l. The boat is a 1988 Sea Ray Seville. The overdrive is alpha 1.

Sounds like a problem inside the control box. Remove it and open it up....
