Shift Linkage 35 hp Merc

Is it possible to shift the lower unit while it is removed from the engine? I cannot get the lower unit to shift out of forward gear despite several attempts to synch the upper unit with the lower unit -- before I open a can of worms and tear down the lower unit I want to make sure that it is necessary.

Just grap the shift lower shaft spline with pliers an a cloth and turn it. Rotate the prop slowly at the same time. When the prop turns freely both ways, it's in neutral.
