Shift Rod Height - 1999 Johnson 150

So stupid me did not count the number of turns it took to take it off. Now when I am trying to install the lower unit it will not go up far enough to engage the pin. The book says typically 4, I even tried 3 to make it longer. I also was able to get a hook on the end and pull up to make sure it's in forward. The controller is in forward. Am I missing something? J150PXEES

Ok, so I was able to get the pin through the shift rod by moving the controller.
I wanted to do a dry test, forward and nuetral seem fine but reverse dosn't engage all the way, just clicks.
So is the shift rod to long or short? it is 3 turns out now from a total of 6.

Just checked my '98 J150EXECD OEM manual which also covers your model#, and it calls for 26 1/4" ? 1/32" measured from the surface of the gearcase to the center of the shift rod hole. The shift rod should be in neutral and the offset facing foward, rotate the shift rod full turns to achieve the correct adjustment.

I made a shift shaft height tool. I now have it 5 turns out, so I believe it's only being held in with one turn.
Will that be ok or should I assemble with 4 turns out and see how that works?
Also, as many times now that I have taken the lower unit off, the little packet of grease on the end is diminishing, is this ok or should I just put some regular marine grease on it?
