Shift & Throttle cables

I have a 1990 evinrude 88 spl. So my boat has been sitting and somewhere along the lines my throttle and shift cables are all out of wack. I did a lot of work on the motor as far as changing reed valves and a various of other things such as coils, plug wires, etc…

Anyway so when I shift forward all good reverse if tough and will not engage. Also the throttle cable will not return back to the idle stop and maybe moves half an inch. I have followed the guidance out of the original manual. I’m lost.. please help lol
