Shifter and cable issues

When I start the motor, the shifter is locked in forward and the throttle is at max. No sure how this happened as the boat ran well prior to the issue. 1990 Cobia Duoprop 350 engine - believe it's a Morse shifter.

Any ideas for trouble shooting?
