Shifter Cable problems - 91 90 hp Evinrude

I just recently replaced both of my shifter cables because it was very hard to shift the shifter forward, they also were very old. Without the cables attached to the engine the new cables move very smoothly. I tried shifting the forward linkage by hand and it didn't seem excessively hard to do, so I don't understand why it's so hard once he cables are hooked up? Could I have a bad drive problem? Any advice is welcome....

If this is without engine running ? If so, try with engine running and see if its the same.

It's without the engine running. Reverse shifts fine without the engine running though. I try it with the engine running tomorrow.

the clutch dog only has 2 teeth on it, they have to be lined up to shift, have some one turn the prop when shifting, it will slip right into gear.
