Shifting trouble after impellor change

So this is on an alpha 1 Gen 2. I just reassembled my lower unit and I'm pretty sure I messed some thing up. In forward and reverse the prop spins by hand with a clicking click sound. In neutral the prop spins freely with less resisance. The prop shouldn't turn at all in gear right?

Before I took it apart I put the boat in forward and turned the prop by hand to confirm it locked. I removed the prop and dropped the gearcase.

Before reassembly I confirmed the shifting lever on the gearcase and the fork in the upper half were both straight. Also I turned the driveshaft clock wise and the propshaft also turned (forget the direction).

I'm assuming something didn't go into gear like I thought it did and I'll have to drop the gearcase again.

Any help would be greatly appreciated. Thanks

really cant make a mistake with the gen II the lower rod is a captive one piece and it just goes into the upper part of the shift mecanism

So are my symptoms normal? I was under the impression that you can't turn the prop by hand in gear. Am I mistaken?

With the control box in fwd and the lower shoe facing in a straight line and the lower shoe engaged into the upper the prop will be locked in a CCW direction
