Both statements are true.

Shipping rates are based on zones that UPS basis off of zip codes. If you are just trying to cover your expenses for shipping pick someplace completely across the country as your destination and use that rate.

The oil in the outdrive may or may not be hazardous, if it is the shipment requires certain training and paperwork per DOT regulations and UPS shipper agreements, UPS doesn't offer these to casual shippers. Unfortunately, UPS has no way to tell whether or not the oil in question is hazardous and will therefore not take it. When you ship the part, if you can, wrap it in a plastic bag, after you drain the oil, to reduce the chance of any residual oil leaking and gettin your package delayed, returned, or worse.

I was going to say the same thing. UPS is a rip off, period. They do a bad job and they charge too much for it! I shipped a lower unit a few years ago - UPS wanted $300, Fedex wanted $90.
