Should I be able to spin my propeller?

With my boat sitting on the trailer, I put it in gear.
I can spin the propeller without turning the engine over.
It's tight but it turns.
This happens on both my boats.
One has a 280 leg and the other is a sp/cd/trim leg.
Is this normal?
The one boat I had in the water last week and it seems to work fine.
The other I have never had in the water.

Normal. Without the engine running, the cone clutch does not engage completely.

Are you putting the lever in forward or reverse?

Which way are you spinning the propeller?

If the lever is in forward and you are spinning the propeller reverse, is should lock up.
