Make sure the $300 isn't a typo and supposed to be $3000. The trailer is worth $300.

Sure, as long as you have another $1000-$3000 to fix the issues that are undoubtedly going to arise in that boat. If you think you're going to be out on the water with no issues in a $300 boat you've got another thing coming. Also, the ad doesn't mention whether it comes with the trailer.

i talked to him and he said yes it 300.00 floor has some soft spots. but that it yes it come whit the trailer

Id give 300.00 for it cause worst case you could sell the trailer for close to that if not the full 300.00. So yes i say go for it. :D

If it's really running, go for it. At that price you won't get a sea trial so you'll have to take a chance on "running on muffs" being the same as "running." Take some muffs with you and a compression tester.
There was a discussion here about how a short boat trip costs >$50. If you use it 6 times you are ahead!
Then, if you like projects, you know you will have to deal with the floor (which means stringers) and that home-made transom. So be ready to walk away from it.
Don't forget to price, and budget, registering and insuring both the boat and trailer, and storage.
