Should my telltale always be cool?

First question. I have a 2001 Suzuki DF70 four stroke and my telltale always stays cold? some say yes some say no?
Second question. Some say my thermostat won.t open om muffs, with a heat gun I read 120 degrees at thermostat, and 120 at the block. Is this normal?

Depends on the water temperature and whether or not the tell tell is in parallel or in series with the cooling loop

Your not generating enough heat at idle to open a stat unless running for a considerable amount of time.
