My motor is not happy! When I advance the throttle to WOT the motor is not achieving maximum RPM. I have had the motor since July and have only used it three times since acquiring it from the previous owner. Was on the water yesterday and could not get the motor to achieve full power. I am suspect of bad fuel due to the contamination in the fuel filter, also when I tried to lean out the needle valve both high speed and low speed were non responsive. The spark plugs are black with deposits around the edges. If anyone can help I would appreciate it!

Maybe a ruptured fuel pump diaphragm letting raw gas into the crankcase. Disconnect the fuel pump pulse hose that runs around behind the cylinder head and them pump the primer bulb. If gas flows from the fuel pump, that's the problem.

My second guess is that it's running on one cylinder due to an ignition problem. All old OMC motors either have bad coils or else they have already been replaced.

You just run a wire up inside the spark plug boots to ground. Or you short out the stop switch. But really it's unnecessary on this one - it won't harm anything to just pull them off.

Was their water in the fuel filter bowl? If not, what kind of crud?

On a 1959 engine, startwith a compression test.

if its fog crap in the fuel filter, clean the fuel system and carbs. It dont take much in the carbs to cause problems.
