I have a Honda 90 hp motor 1999 model with a seized steering arm assembly because of lack of use. Can any one advise me on how to free it up. Thanks.

likely due to crystallized grease in the steering
tube.
heat it up with a torch and you will gradually
get movement back.
pump fresh grease in to the nipples on the tube
as soon as you get full movement back.

I completely agree with Scotty. The only way I've been able to overcome this issue of hardened grease is to not use grease at all and use a thin oil on the tubes - applied often. Also, be extremely careful using a torch around the fuel lines in the splash well.
