silencing pads? 1985 johnson 6

just did some work on a 1985 johnson 6 hp, found that one silencing pad was missing from the inner exhaust tube, and the other was barely attached. the owner doesnt want to bother replacing them.......what exactly do they do? ( other than silence) and what should be expected if they are ommited?

Yea' I looked at my book & I see no other function other than a silencer/dampner sort of thing, maybe kind of soften exhaust vibration felt thru the tiller?

thats what i was thinking as they dont slide into any notches or slots, they are just glued to the inner exhaust.
