slow tubing is fine unless the tube submarines--that will freak out the momma's for sure. BTDT. I was all the way under w/ my 3 year old up in the air above me! She liked it, though.

i recomend a GOOD TUBE! like o'brain or something name brand i have bought severl off brand tubes from mijers and and gander mountain one held up for 20 minuites before it blew on average they held up a month or 2 before they ripd the liner. sure the stores replaced them for free at least till they ran out of stock but at 20-30 minuites a tube... not worth wasteing your time going out, buy quality pay for what you get. i use 2 person tubes and i ride solo there bigger and more comfertable but for your kids it doesnt matter because they wont have to deal with back issues in the morning.

edit,
on the directiosn wheny you get a tube it says 15-20 mph depending on riders ability i usually do about 25 any more then that and its rips on the wipe outs

ps. 25mph threw sharp 360 wipe outs are awsome to watch not fun the rest of the day or next day :(

end of the day its all about fun as they get older more fun for you as it changs from tubeing nicely to trying to rip them off the tube :)
