I have a 1989 Evenrude XP150.Carbs have been rebuilt and has a new power pack. It runs great at WOT about 5600 rpm. Coming out of the hole it
hesitates, maybe even a skip then it will build rpms and go on.Before I changed the power pack I had it put on dyno and they done a link and sync last Nov. Any ideas???

XP150,
I had this same problem with a Merc.175.The Marina did some tests(supposedly)and replaced the stator. The symptoms improved briefly then returned(sputtering/hesitation)when attempting to plane.I removed the carbs for a cleanout,re-installed and would'nt you know.Problem has not returned.Just because your carbs. are rebuilt does not mean they are debris free.Check'em out,and if no luck there suspect a stator problem.

Id the cylinder that in misfiring with a timing light, then check the run timer sensor for that cylinder.
