I don't think this is much to be concerned about, but thought I would ask anyway. The boat has been quite a handful since the new rebuilt installed last year.

It will pop once through the carb and surge a bit while getting up on on plane the first time each day. I let it warm up before I power up the first time, but it is very consistent. Then it runs great for the rest of the day. It runs along very well at a steady 150F on plane and 120F when idling along.

Compression is fine. new wires and rotor. I completely drained the fuel tank and put fresh gas in it. Don't see obvious evidence of water in oil - maybe I should extract a little oil from the bottom of the pan to be sure.

Overall, very happy with the motor once it has been up on plane once. Is it possible that I am over chocking or idling it too slow at start up, resulting in temporary wet fouling of the spark plugs?

SOunds like it is a bit rich running cold. If the timing is set correct and your not running rich once warmed up may just be to easy up on the choke. Check timing and then plugs and see if they are starting to signs of running rich. If all is good see if the chock reset will help. I don't like the pop warm or cold so the engine is telling us something is not quite right.

Ok...I'll pull the plugs and have a look. Timing is fine.
