"SLOVED" 1995 70hp constant beep when key is turned on and wont turn off

ok my wharing horn stays on as soon as i turn on the key
i tried to disconnect the tan wire and it will not shut of unless the ground is off
does this mean my warning horn is bad

and what causes them to go bad

i took the horn out and it will sound if hooked to the positve and gound or the terminal for the tan

ended up being a bad warning horn
