slow response 50

just got my hands on an evinrude 50, 1988 year model. it is attached to a 1988 16ft Polar Kraft Flat bottom. First time out, engine has rough idle and upon WOT it slowly starts to gain engine RPM. I checked WOT and the butterflys are fully open, has fresh gas/mixture, new sparkplugs/wires/coils.

one thing i noticed that i am not familiar with, this motor does not have a choke, but instead a Primer. the orange handle on the primer solenoid is in the manual start position, if you put it to run, the engine floods out.

it is using OMC controls

the lever should be in line with the body of the primer for run. cross wize for manual prime. just this morning i rebuilt carbs on an 87 50. they were the dirtiest i've ever seen. took me and hour to remove clean and rebuild, reinstall. made all the difference in the world. of course i'm use to rebuilding carbs.
