I had 80# tabs and moved then to the position of least resistance and they were too stiff-- I am installing the 60# actuators--should I start in the center position again?

That's where I would start; then you have a point where you can increase or decrease the angle as necessary.​

thanks for the confirmation-- I am still a little unclear on what I should be looking for as to optimum performance--

lost top end with the 80# units but it did improve hole shot and stop porpoising--

When you get them dialed in you should get your top end speed back.Its a give and take between speed and getting rid of porpoising on some boats.
The 60# will do much better..

You should get everything advertised, better hole shot, better ride in rough water, stay on plane at slower speeds, less fuel consumption, at least get your top speed back and maybe gain a little, slow speed wander just about stops, there may be a couple more things but I can't think of them right now.
