I've seen this scam a million times on cars. If you send him anything the "repair" will turn out to be more intense after the mechanic got in there and he will ask for more money then a little more then a little more. Tell him to bite a big one a dare him to sue for a 100.00 repair. Your paperwork covers you so you owe him nothing.

the police using a confidential source make a consensually recorded phone call to a bad guy to order up some drugs.

Who would be a third party to a two way conversation and how would they be relevant to this discussion?

Wouldn't the police be the third party in this case?

I would ask him for a copy of the recording before anything else. If he was recording you and had no obvious means of doing it at the time either he's BS'ing or the quality will likely be very poor,

Yes, tell him to go pound sand.

Also advise him that if a $50-100 impeller replacement is going to cause him financial woes, that he should probably sell the boat right now...

BOAT = Break Out Another Thousand

His impeller replacement job that needs to be done, is just a tip of the iceberg...........

Well I have never heard the phrase "go pound sand" but that seems to be the general consensus.
So I would tell him the same!:joyous:

...I did have him sign a printed out bill of sale not handwritten that states as is no implied warranties...

For this reason alone you are fine. There are also many other reasons it sounds like he would not win in court but this one is concrete (I am not a lawyer).

The simple act of him recording you behind your back shows he's up to no good. I'd give him no money, nor any more of my time. No discussions, nothing. Anything you consent to is only going to lead to him asking for more.
