Wow ! A bunch of folks certainly dropped the ball on that one. First off I'd contact the department in Texas that handles boat registration and titles. Here in Florida our DMV handles both - maybe yours the same.
Anyhow take whatever paperwork you may have - bill of sale, etc. to them and give em' the story. Having the registration number's with you is a must.
ALSO, try a Google search within the state's registration database. You might get lucky and be able to backtrack it yourself. If nobody has had this vessel registered in their respective names then the first person on that list should be your man.
Damn, good luck with that mess. Be interesting to know how this all plays out.
Here's your registration link for what it's worth:http://www.dmv.org/tx-texas/boat-registration.php

TYPICALLY the title is for the trailer ONLY. What does the registration paper work for the boat say? Is that in your sisters name? If so then you can at least register your boat and take it out. Now if the trailer plate is still current then you'll be ok while your working out this mess.

Not true. I would suspect most states require a tile. In Arizona it is called a Certificate of Number. Same thing. In Arizona, the boat titling and registration is handled through the department of game and fish. Thus, the different nomeclature.

+1 for gcboat. Follow his lead.

Knowing how the DMV's are, when you are all done, it probably won't be worth the price of admission (boat cost). Good Luck
