Someone help..2hp evinrude...REbuild problems

Bought the rebuild kit for my 2hp 1982 evinrude..replaced all parts that were replaceable. Now the damn thing wont run very well on high speed and barely will start in start position. At high speed it runs rough and Ive played with the slow and fast needles till the cows come home..and...If I seat needles all the way..it still runs...As soon as I lower from high speed it dies. But the real kicker is When I took it out of the Pail it was in the shaft had a very large amount of oil on it and alot in the water too. I did nothing different except replace the rebuil parts and now I have a bigger headache. It will not even run in the slow position or let alone the start...Its gotta be started more towards the fast position...HELP PLEASE IF YOU CAN. I didnt have these problems before the rebuild but the needlas and float were alittle shot so I did it over...Never had this OIL Sludge problem before either.

You will always have the oil in the water..that's the nature of any 2-stroke outboard. However, that is not to say that you don't have an abnormal amount.

Obviously, fuel is somehow bypassing the adjusting needles, since it runs with them completely closed. Either that or they are not actually closing all the way for some reason. The notorious reason for it though is leaving the gasket out that goes in the center of the carb where it sticks down into the bowl. You got it in there??

yes..thats the small gasket i believe but the oil amout in insane!!! i will look it over again
