Something's goofy about my pullstart

Got a Johnson 69' 33 HP electric and the pullstart does not engage because the pully doesn't seat low enough toward the crown on the flywheel to to flip the pawls out to start it . Very frustrated ,I know this is a simple thing somehow the pully has to move closer towards the flywheel. If I take it off and push the pawls out and reseat it manually then it grabs but that just isn't right. .

I installed a new spring and the action is as it should be , nice and tight , so the pull start works , I just am stumped on this one . What would cause the pully to seat higher than it should?

As the pawl moves out horizontally, and if you remove the starter and pull the pawl out and then replace it and it works, then I would say the pulley does not need to move down. It sounds like your pawl is not moving out when you pull the rope. Does that sound right?

Next question, did it every work? When did it start not working? what changed at that time? Pull starts rarely fail I find.

That is correct. It did work when I first got it and I took it apart to replace the coil spring. Now The pawls like won't swing out unless I move them out manually then place it back . Then I can pull it a bunch of times and works great then it just stops grabbing . Weird . I checked the parts explosion and everything was replaced properly . I did take the pawls off at one point though to clean them . The action seems smooth though >???? I can post a picture if that's help. I am happy trhe electric start works ! I just keep having to take my truck battery out to go boating (not cool) !

You say "Pawl's" plural but isn't there only 1 plastic pawl on the '69 33? Or is there 3 lil metal ones?
