i tried to start my 1996 25hp johnson outboard motor and the upper spark plug doesnt fire but the bottom does so i switched the plugs and the spark plug still didnt fire would that be the coil pack and how do i order it?

my top spark plug on my 1996 25hp johnson isn't firing i changed out spark plugs and it still wont fire is it the coil pack and if so where can i get one? and is it somthing simple i can replace
