Specific cushion restoration question related to rusty staples

Cleaning up a new-to-me boat ('07 4Winns H220). Took the two cushions off the back sundeck to replace mounting bolts and clean cushions and boat fiberglass underneath. Someone (re: idiot) has been into one, and didn't use stainless steel staples. (nor bolts). I was unable to remove 95% of the staples while removing the vinyl as they are very rusted, disintegrating, and buried. Removing just may not be possible, that I can think of. My only thought is just possibly putting a coating of marine grade adhesive sealant over them in covering move? I thought about hitting with a hand grinder, but they are probably too deep (and a mess). Any thoughts? I don't want to replace the board itself as I don't have the tools to shape. Thanks!

They are underneath the cushion and out of sight, right? Just remove what you can with a needlenose plier and restaple with monel or SS staples.

The steel will simply rust away and usually not bother anything.

Yep, just was looking to eliminate that rust that will hit the fiberglass underneath. They are out of sight. Thanks.
