Speedometer Leaks

Hi, I have a Moomba Boomerang and I get water leaking from the 2 speedos at speed. Does the water come up this far normally? Can someone explain how these systems work. There are 2 brass cylinders in the rear of the boat that the lines run through.

Water got inside, froze, and ruptured the bladders. I'm afraid they're junk. Water doesn't normally reach that far. :(

The brass cylinders are supposed to buffer the response. They should also provide an air chamber to prevent water from reaching the gauges, but they need to be drained each season or they can make the situation worse.
