Splash-Well Battery Cable Grommet

On my 1996 1700 LS, there is a nylon-like grommet going thru the port side of the splash-well. The battery cable is routed thru this grommet. See attached photo.

There is no seal or boot, and there is quite a bit of open space around the cable.

Is there suppose to be a seal or boot to keep water from getting into the bilge thru this cable grommet? A good slosh of water would put some in the bilge as it is now.

I'd say it's fine the way it is...the splashwell can't fill up with water up to that point without you having bigger issues to deal with. Splashes getting in there won't amount to much in my opinion.
