Hello I have a 1969 Evinrude 55 Hp motor Electric Shift. When I try to start the motor I can get it to Try to fire and sometimes it will run for a min or 2 and than will die. I have:
1) Adjusted the points
2) Changed fuel and spark plugs
3) Changed Coil
The fuel bulb is staying hard and when it runs for the 2 min it back fires and runs ruff. When checking for spark and turning the fly wheel by hand and between spark on each cylinder we hear Electrical arching and sparking under the fly wheel? It also does not feel hot to the touch after it tries to run if any one has any ideas it would be greatly appreciated.

Sounds like a fuel problem, backfires are usually due to a lean condition, running rough could be due to a lean condition as well.

Check the fuel filter? I'm not sure, but ... in 1969 did they use a fuel pump or expect a pressurized fuel tank? Either way, tank may be leaking or pump may not be pumping.

Oh yeah, and if the fuel tank isn't supposed to be pressurized, try running it with the tank cap loose. The vent may be blocked, which would possibly allow your engine to get fuel for a bit and then vacuum in the tank would starve it out.

aaah..ya....mabie the lean problem because when I got the motor we found the Lean Rich ajustments totaly closed..??...how many turns should they be out.??? I have taken the fuel pump apart and cleaned it and everything there seem to be in order I have all so replaced most of the fuel lines. It just seems to me that the carbs are not setup correctly.

Well, I don't have a manual for that one.. Best bet is to get a repair manual, which should give you all the starting points.

That being said, if the carb isn't adjusted right it would be lean all the time.. And I don't think it'd run for a minute and then die.

Possibly though...
