Starcraft 4.3 wont start

I have a startcraft with the gm 4.3 in it and it intermittently will have a long time b4 it will crank over or wont crank at all. the tone when u turn the key on stays the same and never changes and the coil and everything at the back of teh boat has no power. what kind of safeties could have gone bad, or what control module and how do i check them or bypass them untill i can afford to replace them. 2 my understanding the only safety that will keep it from running is the pump for fumes, that turns on by switch and works correctly. thanks and aby input would be a great help

Some more details about the engine would help, year, make and maybe some history of the operation and any repairs that have been done recently. Could be the neutral safety switch? Do you have the manual for your engine? That's your number one purchase or download.

its 1999 1710 gt starcraft i have no previous repair hist any ideas on were i can get a manual 4 it it has a 4.3l gas engine in it
