I would bet on a bad starter, I had the same problem with my 115HP Johnson, the starter would pop up 1in and just spin, I replaced the starter, and everything started fine, I would start there. A guy on ebay, member: Units-Direct sells good johnson and evinrude starters with a 2 year warranty for a good price. He also has a website www.units-direct.com, that is where I would start.
