starter or relay

my 91/90hp yamaha tlrp.the starter top gear spins but will not pop up to ingage the flywheel to start the motor. the battery is good all the bolts conection are tight. is this a starter problem or relay problem.thanks everyone tino

Tight is not good enough, Tino. Take them off and shine them, then reinstall.

The worst offender is where the copper terminal on the battery ground cable is bolted to a steel or alloy part of the block with a steel bolt. Dissimilar metals and current flow make corrosion. It doesn't have to show. It only takes a few thousandths of one ohm (unmeasurable with an ohmmeter) to disrupt high current circuits like a starter or a PT&T motor.

Could be the starter drive itself, the part that pops up. You will need to check the voltage at the starter while cranking, and also a battery cranking amperage test wouldn't hurt

If the starter spins the solenoid is not the problem. What may have happened is the bendix is stuck. Use a flat blade screwdriver to pry the bendix upward. You should be able to manually run the bendix up the spiral grooves in the starter motor shaft. Clean those grooves thoroughly and lubricate them with a very light machine oil (I prefer a spray silicone lub). Although you may think your battery is ok, a weak battery can cause the exact problem you have. A weak battery cannot spin the starter fast enough to pop the bendix up.
