starter problems '95 40 HP Mercury 4 Cylinder

It was starting fine yesterday and then today the starter just spins. I thought the battery might be low but after charging and trying to jump it with the truck, I put a voltmeter on it and it was showing 13+ volts. Can you just change out the bendix on this starter or do I have to buy the whole thing?

Sure you can change just the bendix, if that's the problem. Does it sound like it's spinning at top speed, or does it sound slower than normal.
Is the shaft above the bendix rusty?
