Starter Solenoid?

I have a '93 25 Mercury tiller with electric start. Recently get nothing when pressing start button. Have gone thru troubleshooting chart as best as I can since things don't all match with book.

Down to this on the solenoid:
Across the two small contacts have 0 VDC at rest, 12 VDC when start is pressed. No starter spin.

shorting across the two large posts and the starter will spin.

Doesn't this tell me the solenoid is bad?

should be battery voltage on the yellow wire with red tracer when you hit the starter button...if so yep solenoid isd bad.u may hear a click at the solenoid..same thing
