Starter - Sometimes it Works sometimes it Doesn't??

Hello, I have a 60HP Mariner 675 (I think early 1980's). The starter motor does not turn over. I removed the starter and put the battery electrodes straight on the starter terminals and it turned over fine. I put it back on the motor and it did not work again. I got some jumper leads and bypassed all the wiring and put them straight on the starer terminals and the starter did not work while it was on the boat ? completely dead. I touched the two jumper leads together briefly and they arced like crazy. Could the brushes be worn down such that they only intermittently engage? I am stumped!

Thanks, much appreciated. You don't know a good manual for this motor do you? Also, did you see my earlier post regarding the bent spark plug? Same motor but different problem.

The starter circuit troubleshooting in "Outboard won't start" in Engine FAQs will point you to what is wrong, Grant.

However, though I looked and searched, I could not find the 'Outboard won't start' section of Engine FAQ. Any further tips to point me in the right direction?
