Not this thread needs any more answers, but I can't help but think that what's funny is that...well a couple of people alluded to it- the only way to look at the starter rotation and wonder if it works is if it was being bench-run in a vise or whatever.
Unless the gear isn't throwing into the engaged position properly, as also mentioned, I would bet that if the starter was installed and the connections were clean and the battery good the ol' Evinrude would turn over and start right up.
... But then with all the theories his head is probably spinning (in the wrong direction).
