I suspect the polarity is reversed inside of the starter, did you notice the spin rotation.

Is the shaft that the gear slides up and down on clean and lubricated?

Yes the shaft was clean and oiled, on both starters. I did notice that when I took the replacement starter off, I could not pull the gear up by hand. It appeared to be stuck. Stuck a screwdriver under it and gave it a slight push, and it came free. Now it moves easily against the spring.

Does flywheel have all it's teeth
