If the starter does not stay engaged long enough is this the starter selenoid? When the starter engages it spins for a second or 2 then dis-engages. Not long enough to fire off.

Could be. But it could also be a poor connection at the battery or corroded wiring.

1st question WHAT MOTOR?!?!?!?!?!

90% of starter problems are bad connections. remove and clean both ends of the battery cables, so that they are shiney, also the cable from the solenoid to starter. check for nicks in the cables. and make sure the connectors are on the wire good. the cable tend to corrode from the inside out, if nicked, corroded wires, and connections, heat up and cause resistance to the follow of electricity, thus the starter doesn't get enough. you can also take jumper cable pos battery post to large post on starter. with a good connection, the engine should spin. then if the starter is good clean everything and retest. then trouble shoot solenoid. starters can be rebuit at a starter/alternator shop, much cheaper than a new one.

also have the battery load tested at the auto parts store, free, i've had new batteries go bad

Mine does that occasionally when I am having a hard time starting my engine for whatever reason. Seems more like a cylinder or two fires once or twice, not enough to get the enigne running, but at least enough to spin the engine faster than the starter and spin down the bendix. At least that is what I thought the issue was. It's kind of difficult to describe it but it would sound almost like a fast count to three, "One, two, threeeeeeeeeeeeeeeeeeee". Or better yet, "chugga, chugga, wheeeeee!" (Boy that sounds kind of stupid)

I usually have to stop using (or start using, as the case may be) the choke to let the engine get past this issue. I've never thought of this as an issue with my battery or a voltage problem but I will now.
