If anyone happens to find this old thread, I did 2 things this year that has made a world of difference although I am not sure which solved the problem. First thing I did was a decarb from the secret file post on this website. Second thing was ordering brand new high speed jets. Either the old ones were not cleaned as well as I thought or they were actually overbored or damaged. Anyways, motor hits 5400-5700 rpms at WOT and we can get up to an amazing 25mph on this old heavy barge with a 35 year old 50hp twin on it. LOL.
