Starting issue

When I turn the motor over it goes straight to redline full throttle and it is in neutral, I have a 1995 Bayliner Capri 1950 it has a GM 4cylinder with mercruser2 outdrive. Can anyone give me some advice?

Is the engine carb'd or FI?
1st order would be to find out what is holding carb / FI at WOT...........
Disconnect the linkage from the carb and see it closes the butterflies. Maybe the throttle cable is kaput.
Fix that and you should be good to go

+ 1 disconnect the linkage ,
this will determine if it is carb (or TB related) or a sticking / broken cable , a broken cable can double up in the sheathing and cause the throttle to stick WOT .
whatever you do get to the bottom of why its stuck WOT before trying the motor again.

X3 disconnect linkage and make sure throttle blades are fully closing down onto idle speed screw. If someone had the carb apart possible the carb linkage was put back on wrong or accelerator pump linkage is hung up and will not close..
