Starting trouble...

Greetings! Looking for direction regarding my 1983 Mercruiser 470, S/N #6304569 engine & S/N #6339973 stern drive.

Has only 40 hrs. on her (only confirmed visually as every component is cleaner with least wear & tear I have ever seen in any boat, regardless of year).
So, new starting & deep-cycle batteries good, coil spark to dist. is there, I gaped & installed new plugs (getting spark on all four), emptied & cleaned fuel tank, new fuel separator, no blockage in fuel lines from tank to pump, removed & cleaned fuel pump (except arm & diaphragm) checked check valves after cleaning and seem to be working, reinstalled, output fuel line to carb is clear, removed and cleaned & reassembled Rochester 2 barrel carb and reinstalled, engine turns over with rotor pointing at number one timing alignment with timing mark on block, but...

...PROBLEM is fuel pump will not draw or pump fuel to the output of pump up to carborator !?!? Now what???

She starts for a second after spraying starting fluid in carb throat. Tried line from external tank feeding pump but nothing, no fuel to pump...why? Pump just done? Or what? Should I rebuild with a kit or replace with an electric pump?

I apologize if I have included TMI. I have to admit I am a newbie here and a newbie in my mechanical adventures at 61 years, if you will .

Thank you in advance!

Remove the top of the carburetor to free up the float. It is stuck in the up position or the needle is not connected to the float properly. Flip the cover upside down and try blowing into the fuel inlet while moving the float to see fuel will flow through it.
Also did you check the fuel pressure at the fuel line to the carburetor ? There is a filter in the fuel pump also.

Have a buddy crank motor with fuel line lose from carb. so you can dump gas into a can. If no fuel, may be out of gas or bad fuel pump. Go back with manual pump. Electric ones suck. Disconnect hose at input side of fuel pump and suck to see if you are getting fuel to it. U may have bad gas turn off valve or be empty of gas and have bad tank sender. Easy to solve.

My problem is that while turning the engine over there is no fuel from pump to carb at all...infact pump doesn't pull fuel from internal or external tank supply...so my thoughts are the pump diaphragm and arm is not functioning proiperly or not at all, but I am having a hard time determining which if at all.
We are talking about a Carter 2 2839 mechanical pump where the bowl is under the filter can on top instead of the other way around as is more common...

Also, Tank1949, you mentioned "...tank sender"? does this component have an integral function here that I have missed or am unaware of, and if so, how does it work and what do I check?

Please advise?

Am I making sense here?

Thanks people!

Problem Solved!

Today I just removed the Carter 2 fuel pump again and went though it. This time I pulled the rocker arm and diaphragm assembly out and put it back together again. Then I put a primer bulb between the fuel tank water separator and the intake port of the pump. Then primed her until fuel reached the carb and wah-lah! She fired up and warmed until idle,,,idled for a while...I'll put her in the drink tomorrow and make final adjustments at the mixture screws...

Wow, the satisfaction of not paying someone else a thousand dollars to do it for me is undescribable, really...

Now I gotta face just how good (or not) my carb home rebuild is gonna prove!

Thank you for the responses!

Bondo ! I should have that 6 weeks ago! Thanks for the shout out and the "Welcome"! Thanks for being here...I have learned boat loads from scanning all of the knowledge within for years before I finally joined iboats officially. Thanks to the people above who took their time out of their day to chime in, I appreciate it more than you know :D !

Part of the problem may have been the new fuel/water separator; It takes a lot of cranking to fill that thing up. But then, you solved the problem with your primer bulb--good going!
