static timeing without carbs on joes method

im waiting for some carb kits
i want to set my timeing pointer and use joe method to time my 1983 150 crossflow.can i do it with out carbs on everything else is finished
except lower that im have some work done on .
wanted to get the inital wot timeing set .
then build carbs and link and sink

The carburetors are not needed in order to set the timing.
