Is the outer flywheel in the correct position on the flywheel hub? If not, rotate the motor until the top cylinder is at TDC. Now set the flywheel so the timing decal faces where the timing pointer would bolt on.

Get or make a new timing pointer. A flat piece of metal or plastic works.

Now use a dial indicator or cailper to set the #1 piston to .464 inches before TDC and set the flywheel to that measurement. Now set the timing pointer to read .464 BTDC.

Now you can time it properly.
