Hi, I just got a old boat and a motor, Pen Yard looks like 12 footer and 1964

Evinrude 28 hp 2 plugs, 2 cycle engine. It seems to be a good built motor.

I want to start it up, But it seems to be in gear. I tried to shifted it out of gear. won't do that. I prop locks in both direction.

Is it suposed to be like that?. please help any comments will be appreciated.

there are 2 shift handles next to each other. Thank you.:rolleyes:

The small lever on the remote control is the shift. The big one is the throttle.

Disconnect the shift cable from the shift lever on the motor. Now, will the shift lever on the motor shift the gears? You may have to twirl the prop a bit to allow it to go into forward or reverse. Neutral should spin freely.

yes, the lever is in gear. I play with it again today, still cannot it out of gear.

Thank you, will try to disconnect cable next.

If it still doesn't shift correctly w/cable off (and spinning prop slowly), it may be a shift fork bent out of position in the gearcase. I've seen it before, and I'm working on one now w/same problem ('63 18hp). Should be able to bend the fork to engage the dog correctly, and remember to replace the spaghetti seal and use rtv silicone when reassembling.

To access the gearcase, you remove 6 screws to remove the skeg. At the connection point is a valley that holds a seal, which looks like a spaghetti string, you'll see when you disassemble. And the rtv silicone is what you use to seal it back up. You'll likely have to pick the old silicone out before you reassemble. Good luck!

Today, I took lu apart, put the gear in reverse the unit dropped down about
2". I do not see where discennect a shift rod, can not see any srew nywhere.

Do i have to open up the lower plate on the side to see it?
