steam from exhaust...any ideas?

Hello,
I have a 83' Baja with gm 350(mcm260)with a pre alpha drive.I've done tune-up,cap,rotor,plugs,wires,thremostat(140 deg.) oil(not milky).
boat has thru hull exhaust.
I've read a bit on here and tried to do some of the tests mentioned.
Seem to be getting plenty of flow from drive,I disconnected hose from drive and get a pretty good spout of water coming into boat.Then I changed thermostat as some said that this could be causing these symptoms.Old thermostat was n pretty bad shape.Took it out yesterday water temp.around 58 really humid steam seemed abit worse.Doesn't steam at low rpms but i get alot at 2500 or higher.I noticed one of the flappers seems ok one is burnt(i assume)will the missing flapper cause steam?Because there seems the same amount of steam from both sides.
Haven't done anything with the riserws or manifolds yet but I wanted some input from the pros first.I now have an ir gun, but am not sure what I'm supposed to be seeing for temps.
Thanks in advance you guys have been a lot of help in this process of trying to fix someone elses nightmare. Dan

Oh yeah forgot to mention I was running around 165 before t-stat now running just over 150 under load.thanks
