Steering cable on a 30hp

Mine is stuck...This thing has been sitting for a few years. I have managed to remove the nut holding the cable and it will move freely inside the shaft, but the darn thing wont move were it was made to move I have tried to bang it out with a 5lb sledge but I dont want to break the thing. Is there something else that need to be removed? I have a picture of whats not working<br />

have you tried PB blaster or liquid wrench?? Just a thought might squirt a little in the end and set up a little vibration do this several times . Good luck let us know.
