Steering Issue

I've got a 1984 wellcraft with mercruiser stern drive and have a lot of slop in steering. Probably moves 3" without engaging steering(before it moves pivot point in stern). Says "safe T" behind steering wheel. Its power assisted.

1) Is there an adjustment to take slack out of cable? If so how?
2) Does that mean its just worn out junk?
3) Is teh teleflex safe T system the replacement?
