steering locked up

i have a 1985 ranger bass boat and i was coming back across a lake when my steering locked on me and i dont know why it locked but if any one can sugest how to fix it i would be much Obliged

Eliminate the possibilities one by one. Take the steering loose from the motor and see if motor swivels freely. Take the steering box out of the dash and look at the rack and pinion gear. Try to slide the steering cable back and forth in the outer tube (maybe no lubrication and bound up).

The problem has pretty much got to be at the motor, at the steering gear, or in the cable. LOL.
